Blame-the-victim MLM scam yet to be probed

When Alan Kippax was sent to prison recently in Canada for driving with such little regard for the law or for his own safety and for the safety of others, that he maimed a young couple and caused the death of his cousin, I tried to contact a senior officer of the Royal Canadian Mounted Police (responsible for the investigation of organized crime) to ask him/her why such an obviously-dangerous sociopath ( http://en.wikipedia.org/wiki/Antisocial_personality_disorder ) as Alan Kippax has never faced any criminal investigation for running a blame-the-victim pyramid scam camouflaged as a 'MLM Business Opportunity?' and why the repeated complaints of a minority of Alan Kippax' financial victims have been completely ignored for many years?
I was told that, as a non-Canadian, the only appropriate channel for me to communicate with Canadian law enforcement agents was Interpol, and I was automatically transferred to the office of Interpol in Canada where a concerned official told me that I would first have to contact a Canadian Embassy in Europe. However, judging by recent events, Interpol would appear to be just about the last place to take a valid complaint concerning major racketeering activity, including corruption (http://www.telegraph.co.uk/news/worldnews/africaandindianocean/southafrica/7868437/Ex-Interpol-chief-convicted-of-corruption.html ).
Bear in mind Shyam, that (thanks to Dave Thornton) it is public knowledge that Alan Kippax has not only enjoyed the protection of certain officers in the RCMP, but that he has also counted these corrupt officials amongst his criminal associates. Amazingly, during Kippax' trial for causing death by reckless driving, his attorney was allowed to pretend to the judge that his client was a widely-respected, Canadian, Christian businessman who has created employment for many thousands of his fellow citizens. Mysteriously, Canadian prosecutors made no attempt to explain to the judge that, far from being an upstanding philanthropist, Alan Kippax is a heartless and vindictive racketeer who has stolen hundreds of millions of dollars from countless victims in N. America and Europe, and who remains a serious threat to society.
